GENERAL AUTHORTY OF MEDIA REGULATION
Licensing Media Studies and Consultations
The Media Studies and Consultation License is an official permit issued by the General Authority for Media Regulation in Saudi Arabia, allowing companies and institutions to provide economic feasibility studies for media projects, offer consultation services to media outlets, analyze their impact through field studies and public opinion surveys, and design media campaign plans and evaluate their outcomes.
Applicants must be the owner (for institutions) or director (for companies), have the media activity included on the commercial registration, and possess a designated national address and valid identification (national ID, residency permit, or passport). The applicant’s educational qualification must be at least university level, with proof of actual activity and formal commitment to comply with relevant laws and regulations.
Applications are submitted via the electronic services portal, and licensing takes approximately 30 working days after all requirements and documents are reviewed. The license is valid for three years and may be renewed through the official E’lam platform.
Licensed providers must not engage in activities that violate Islamic law, public order, or threaten national security. Regulatory authorities oversee service quality and the integrity of delivered content.
