The Electronic Journalism Activity License is an official permit offered by the General Authority for Media Regulation in Saudi Arabia, enabling institutions, companies, or specialized websites to engage in digital news publishing activities over the internet, including reporting news, investigations, publishing reports, articles, and more. The license requires the applicant to have a commercial registration including the required media activity, a fixed national address, and valid identification for the owner or manager (national ID, residency permit, or passport), along with proof of practicing electronic publishing.

Key requirements include that the editor-in-chief must be a Saudi national, at least 18 years old, and hold a university degree or its equivalent. The applicant must demonstrate domain ownership of the website and regularly update the editor-in-chief's qualifications. The service requires submitting a CV for the editor-in-chief and evidence of ongoing professional development for media leadership.

The license is valid for one year and typically takes about 30 business days to issue after all requirements are met through the government’s “E’lam” platform.

Licensed entities are required not to violate Islamic law or public order, nor publish content that undermines national values, the integrity of the media, or security. Licensed electronic news sites are subject to technical and periodic oversight to ensure the quality of information and to protect users and society from fake news or harmful content.
