GENERAL AUTHORTY OF MEDIA REGULATION

Photography Activity License

The Photographic Activity License is an official permit granted by the General Authority for Media Regulation in Saudi Arabia that enables institutions and companies to practice standard or colored photography, film development and processing, and provide commercial photography services on paper, fabric, or digital media. The license covers studio photography, event and occasion coverage, product and advertising photography, as well as the printing and processing of all types of photographs.

To obtain this license, applicants must have a commercial registration with the relevant media activity included, a specified national address, valid identification (national ID, residency, or passport), and be either the company’s manager (for companies) or the institution’s owner (for institutions). The applicant’s educational qualification must be at least primary level, with proof of actual activity and a commitment to comply with the established laws and regulations. The license is typically issued within one business day through the “E’lam” online platform and is valid for three years, renewable.

Strict obligations prohibit violating privacy rules, infringing on individuals’ rights, photographing without permission, or publishing content that violates Islamic law, state regulations, or harms national and cultural values. Oversight regulations require clearly displaying license data on all produced storage/images and documents, with continuous compliance required as image policies are updated in the Kingdom.
