GENERAL AUTHORTY OF MEDIA REGULATION
Drawing and Calligraphy Activity License
The Drawing and Calligraphy Activity License is an official permit provided by the General Authority for Media Regulation in Saudi Arabia, authorizing institutions and companies to practice various types of calligraphy—standard and neon—manufacture advertising, promotional, and informational boards, and create, display, and sell visual art pieces in different forms. The license covers the execution of informative and instructional panels, visual and artistic design, and décor-related advertisements. Seal preparation and licensing require separate authorization.
To obtain the license, the applicant must have a commercial registration with drawing and calligraphy activity included, a clear national address, and valid identification (national ID, residency, or passport) for the owner or manager—either institution owner or company manager. The minimum educational requirement is primary school level, with proof of actual practice in the specified activity. The license is typically issued within one business day via the official E’lam platform and lasts three years, renewable.
Additional requirements concern the establishment’s location—preferably on a commercial street, with compliance to building rules, minimum area restrictions, and parking space allocation. The license must be displayed visibly in the venue, and any changes in space or activities require municipal approval. It is prohibited to use the venue for purposes other than its licensed activity. License holders must comply with intellectual property rights, refrain from violating cultural or religious values, and avoid selling or displaying content contrary to public order and Islamic law.
