High Commission for Industrial Security

Security Consultancy Permit.

It is a service that enables establishments or individuals to obtain an official permit to practice security consultancy activities. These include providing studies, analyses, and recommendations in the fields of security and safety, such as risk assessment, preparing security plans, developing protection policies, and offering technical and organizational solutions to enhance security levels within organizations.

Mandatory Conditions

  • General Requirements: 1- The applicant must have an active commercial registration that includes the business activities licensed by the Authority. 2- The company’s headquarters, or its branch in the case of a foreign entity, must be located in the Kingdom of Saudi Arabia. 3- Payment of the licensing fee upon the Authority’s approval for issuing or renewing the license. 4- An individual applicant is exempted from the requirements stated in clauses (1, 2, and 3) when submitting an application for a security consultancy license for themselves. 5- The Authority may request any additional information or documents, such as a local content certificate or others.
  • Special Requirements: 1- Must be a Saudi national. 2- Must not have been convicted of a crime involving moral turpitude or dishonesty. 3- Must not have been subject to a disciplinary dismissal decision from government service for disciplinary reasons. 4- Must hold an academic qualification of no less than a bachelor’s degree. 5- Must attach a CV with documentation of professional history, including courses, positions, experience, and skills. 6- Must have security-related experience by meeting one of the following requirements: a. Must have previously worked in the Higher Commission for Industrial Security or in one of the facilities under its security supervision for no less than eight years. b. Must have previously worked as an officer for no less than eight years in one of the following sectors: Ministry of Interior sectors, Presidency of State Security, Royal Guard, General Intelligence Presidency. c. Must have previously worked as an officer in the Ministry of Defense or the Ministry of National Guard for no less than eight years, and their security service must have been in one of the following fields: military police, security and protection, intelligence. d. Exemption from the requirement of working in the fields mentioned in clause (c) applies to officers in the Ministry of Defense or the Ministry of National Guard with at least eight years of service, provided they hold a master’s degree in military sciences. e. Individuals with at least fifteen years of security experience and holding internationally or locally accredited certifications approved by the Authority in the field of security risk analysis and assessment.

Required Documents

  • Commercial Registration (CR).
  • An investment license issued by the Ministry of Investment is required if the entity is owned or partially owned by a foreign investor.
  • Provide copies of national IDs, residency IDs, passports, or incorporation documents for all owners and members of the Board of Directors of the establishment.
  • Attach the Articles of Association or the Bylaws of the applicant – when applicable.
