Issuing a Shipment Certificate (importers)

The Shipment Certificate Issuance (Importers) service, available through the Saber Platform managed by the Saudi Standards, Metrology and Quality Organization (SASO), allows importers to obtain an official Shipment Conformity Certificate (SCoC) for each consignment of imported products. This certificate confirms that the shipment complies with Saudi technical regulations and national standards before being allowed entry into the Kingdom. It is a mandatory document required for customs clearance.


Through the Saber Platform, importers can log in to their account, select pre-registered compliant products associated with valid conformity certificates, and enter shipment details such as invoice number, country of origin, quantity, and port of entry. Once submitted, the system electronically reviews the data, verifies validity of related conformity certificates, and issues the Shipment Certificate upon payment of the required fees.


This service streamlines customs clearance procedures, ensures product safety, and supports the importation of compliant goods into the Saudi market. It also enhances integration between Saber and customs systems, improves supply chain transparency, and reduces manual verification errors across government processes.
