The Agricultural Fertilizers and Soil Amendments Import Request Service is a formal e-service provided by Saudi Arabia’s Ministry of Environment, Water and Agriculture for companies and agricultural sector organizations to import essential fertilizers and amendments for boosting national crop production and meeting local market demand. The service includes all types of bio, natural, and chemical fertilizers and is strictly regulated for quality, safety, and environmental compliance.

Eligibility and procedures require a valid commercial registration and articles of association. Companies importing regulated materials must have a Saudi agricultural engineer, chemical engineer or technician, or pharmacist on staff. Applicants submit requests electronically via the approved platform (such as Hassad or Nama), fill in the application form, upload supporting documents, and agree to the user agreement. Once reviewed and verified, an official import permit is issued—typically valid for 6 months for regulated items and up to 1 year for unregulated ones.

Mandatory Conditions

  • Commercial register with fertilizer activity added to it.
  • Agricultural engineer working for the company.
  • Fertilizer warehouse licensed by Civil Defense.
  • When wishing to import fertilizers containing materials restricted by industrial security, a Saudi agricultural engineer, a Saudi chemical engineer or technician, or a Saudi pharmacist or pharmaceutical technician must be available.
  • Upon completion of the requirements, they are submitted electronically on the Ministry’s website via the Hassad system, and after approval, import requests are submitted via the system.
  • View the list of fertilizers and soil improvers.
  • Obtaining an import approval from the Ministry before shipping, to review the requirements that must be submitted to the port upon the shipment’s arrival.
